I was a Senior Research Officer at INETI – National Institute of Engineering, Technology and Innovation, I. P., Portugal and a Visiting Full Professor, Institute of Information Management at Universidade Nova de Lisboa (UNL), Portugal. I also held various positions, such as Director of the Technical Information Centre for Industry, CITI/LNETI and was President of the Steering Committee, Escola Superior de Educação, Leiria Polytechnic Institute, Portugal. Currently I am working independently – writing monographs, peer reviewing scientific journals, sitting on juries for academic promotion and refereeing papers for conferences - after taking early retirement from the Portuguese Public Administration.
