The impact of research has been growing ever more important not only in its own right, but as a factor that feeds into funding decisions at both institutional and individual levels. We are therefore pleased to present a Working Paper written by the Director of PASCAL and CR&DALL, Professor Mike Osborne, in which he assesses the cumulative impact of research that assesses the cumulative effect of research that has systematically measured, mapped and analysed learning provision at urban/regional level, contributing internationally to developing learning cities over decades.

Mike argues that the body of research he describes has both enhanced knowledge exchange and laid the foundations for permanent structures to facilitate mobilisation of learning resources, including UNESCO’s development of the Global Network of Learning Cities (GNLC).. The case of the Pécs (Hungary) illustrates the cumulative effect of research in facilitating city-wide inclusive informal lifelong learning opportunities, through exploiting cultural assets. Further impact is demonstrated in the adaption of research originating in the University of Glasgow in cities in both the global south (Duhok, Harare and Manila), and the global north (Glasgow, Jämtland Region and Melbourne).
