What changes the narrative? How can we get our message heard and the dominant discourse (paradigm) altered?

PASCAL has much to offer citizens, communities, supportive professionals and policy makers in order to transform city-regions into places where ALL people flourish. PAC could help drive sustainable, constructive and involving change if it learns how to develop compelling meaning for those who must take real action – many have begun to realise this will be, in future, by citizens and communities, not just professionals. However, to enable this to be allowed to happen, a developed approach by PAC must also be compellingly meaningful to those who make and influence policy.

The problems with decentralization

Decentralization of government action is often regarded as a better alternative to handling by central government as local governments can better define problems and solutions and hence act more appropriately and efficiently within the particular contexts of their jurisdiction.

However, some policy matters are and must be, by its very nature, handled on the national (federal) level, e.g. foreign policy (international relations), defense, currency, and major infrastructure systems such as highways, railroads, electrical grids, or international airports.

The Teaching Excellence Framework (TEF) finally focuses on teaching rather than research - discuss!

The teaching excellence framework will see the government monitoring and assessing the quality of teaching in England’s universities.

How it will work has yet to be decided, but the government has stated that the TEF will aim to:
